Estonia, recognized as Europe's top performer in the OECD's Programme for International Student Assessment (PISA), is launching the "AI Leap 2025" initiative. This program aims to equip students and teachers with world-class AI tools and skills, positioning Estonia as a global leader in AI-enabled education.

AI Leap 2025: Transforming Education

Starting in September 2025, the AI Leap program will provide 20,000 high school students and 3,000 teachers with access to leading AI applications, including an educational version of ChatGPT. The initiative plans to expand to vocational schools and additional students in the following year.
Estonian President Alar Karis emphasized the program's significance:
"Just as the Tiger Leap programme initiated the development of e-Estonia, we are now starting a new chapter in the development of our education system and digital society."
The AI Leap initiative is a collaboration between the government and the private sector, with partnerships involving tech companies like OpenAI and Anthropic. The program also includes comprehensive teacher training focused on digital ethics, self-directed learning, and educational equity.

Smartphones as Educational Tools

Contrary to trends in countries like England, where smartphones are often banned in schools, Estonia encourages their use as learning tools. Education Minister Kristina Kallas stated:
"We use mobile phones for learning purposes. It's a little bit strange if we do not allow them to use them in school, in an educational setting."
Estonian schools are given the autonomy to establish their own guidelines regarding smartphone use. Typically, phones are allowed during lessons when relevant and restricted during breaks to encourage face-to-face interaction.

Balancing Innovation and Responsibility

While embracing digital tools, Estonia is also mindful of potential challenges. The Ministry of Education and Research acknowledges concerns about excessive smartphone use and is working with schools to establish balanced guidelines for use. Each school is encouraged to create its own regulations to ensure the responsible use of smart devices.
The AI Leap program aims not only to integrate AI into education but also to address the digital divide by providing free computers to students in need. By doing so, Estonia seeks to prepare its youth for the future job market and to combat disinformation.
